*HUD Indian Housing Block Grant (IHBG)”Need” Formula Funding- this shows how small the annual HUD award for each village actually is. TNHA does an exceptional job of securing additional funds. Most TNHA regional partners and constituents assume that TNHA, as a regional housing authority, receives much more in annual unrestricted funding for each village than is actually the case.

**Completed project expenditures include only actual construction and construction related expense. They do not include any operational expenses, or general administrative cost. The project expense figures do not include the cost of Elder Housing (HUD Section 202) construction or operation.

The Indian Housing Block Grant Program (IHBG) is a formula grant that provides a range of affordable housing activities on Indian reservations and Indian areas. The block grant approach to housing for Native Americans was enabled by the Native American Housing Assistance and Self Determination Act of 1996 (NAHASDA).

Funds appropriated by Congress for the Indian Housing Block Grant Program (IHBG) are made available to eligible grant recipients through a formula.

In brief, the formula has two components; Need and Formula Current Assisted Stock. The Need component considers population, income, and housing conditions and is used by TNHA for new housing construction. The 2015 annual award for the 6 TNHA villages totals $1.3 million. As this award is formula based TNHA cannot apply to receive any additional funds under this program. It is predetermined. TNHA uses loans, additional grants and program income to fund projects in excess of this amount.

The Formula Current Assisted Stock component reflects housing developed under the United States Housing Act (the predecessor of the IHBG grant program) which is owned and/or operated by the IHBG recipient TNHA totals $3 million annually, is not awarded to villages, and only provides funds for ongoing operation of the housing, not new construction. This funding is what subsidizes low-income and mutual help programs and allows TNHA to compute very low payments based on income. As HUD has terminated new program participation, no new projects are funded for participation. The only maintenance funding is for Barrow Low-Rent. There is no maintenance subsidy for any TNHA single family housing.
